Are you a business owner who sells secondhand items? If so, please register with the municipality through the Digital Buyers’ Portal (DOL). You can then track your purchases, sales, and inventory for free in the Digital Buyers’ Registry (DOR). There, you can easily check whether an item being offered is listed as stolen.

Here's how to avoid being complicit in the sale of stolen goods

When you report an item that is known to have been stolen, the police are notified immediately. This makes it harder for criminals to sell stolen goods. 

Not everyone is required to keep a record

You are required to maintain a certified record only if you purchase or possess secondhand goods on a very regular basis—that is, not as a hobby—and subsequently resell them.

Legally Required Procurement Registry 

The Digital Purchasers Registry (DOR) is the digital version of the legally required purchasing registry for purchasers. You will automatically receive login credentials for the DOR once you have registered with the municipality. This reduces paperwork. The registry also makes inventory management and warehouse audits much easier. In addition, you can easily search the register by category, brand, type, or serial number. If you do not use the DOR, you are required by law to maintain the legally mandated purchasing register for buyers. 

Should you first check whether the goods were stolen?

You can do this on the police websiteunder “Stop Heling.” Do you have a tablet or smartphone? If so, download the “Stop Heling” app, which lets you scan serial numbers, IMEI numbers, chassis numbers, frame numbers, and license plates to see if an item has been stolen. You can also use this app to register your personal belongings by serial number. This helps determine the coverage amount for your home contents insurance and also makes it easier to recover your belongings in the event of theft.
