Incentive Program
Under this incentive program, you can borrow money to make improvements to your home or property that enhance sustainability, safety, and/or accessibility for all life stages.
Please note: The incentive loan is not a grant, but a loan. You must therefore repay the loan in full.

Terms and Conditions
You are eligible if the following conditions are met:
- You are the owner and occupant of the home for which you are applying for the loan, or you are the owner and user of the property for which you are applying for the loan.
- Your home or accommodation is located in the municipality of Moerdijk.
- The measures are subject to the terms and conditions of the program.
- You meet all other (financial) requirements.
Loan Terms
- The loan for a home ranges from a minimum of €2,500 to a maximum of €35,000 (including VAT).
- The term of a home loan is 10 years for amounts up to €12,500 and 15 years for amounts ranging from €12,500 to €35,000.
- The loan for a property ranges from a minimum of €2,500 to a maximum of €50,000 (including VAT).
- The term of a loan for a residence is 10 years for amounts up to €15,000, and 15 years for amounts from €15,000 to €50,000.
- The municipality sets the interest rate at 1.7% when granting the loan.
- The interest rate is fixed for the term of the loan.
- The loan is in the form of a construction loan.
- You can repay the loan at any time without penalty, with a minimum payment of €250.
- The loan is structured as a private agreement or a mortgage deed.
- The City Council will reject an application if the budget is insufficient to cover it.

Municipal Applications
Do you meet the requirements? First, check whether a permit is required for the work. For example: Solar panels are not exempt from permit requirements within the Willemstad fortress.
Be sure to include the following attachments with your application:
- A land registry certificate of ownership or a copy of the deed of sale.
- Description of the incentive measures (e.g., solar panels).
- The actual costs of the incentive measures and a transparent budget based on quotes (itemized by quantities, materials, and labor hours).
- A drawing or sketch plan of the house with sufficient dimensions for both the existing and proposed layouts (floor plans, elevation views, and cross-sections).
- A copy of any environmental permit.
- A general schedule for carrying out the work.
- Any other information needed to evaluate the application.
After submitting your application, you can track its status online via My Moerdijk.
The municipality will review your application to determine whether it meets all of the municipality’s requirements. If it does, you will receive a loan approval letter from the municipality. This letter will specify the type of loan, the principal amount, the interest rate, the term, any required collateral, and other conditions.
If you meet the municipal requirements for an incentive loan, SVn will conduct a financial review. SVn will ultimately determine whether you are eligible for a loan—and, if so, for what amount—based on your income and financial situation. Please note: SVn may decide that, based on your financial situation, you are not eligible for a loan or that you are eligible for a loan in an amount lower than what you requested.
- The allocation letter from the municipality is valid for 8 weeks. Be sure to apply for the loan with SVn within 8 weeks.
- To apply for your incentive loan from SVn, please visit the SVn website.
- Please fill out the digital application form on the SVn website in its entirety, including all attachments.
- Once your application has been received, you have 3 more months to complete it. If your application is not complete within 3 months and no loan has been approved, the municipality’s allocation letter will expire and SVn will close your application.
SVn Review
SVn will verify whether you meet the loan requirements, based in part on your financial situation. If you meet the requirements, SVn will send you an offer for the Incentive Loan. This offer will specify the type of loan, the loan amount, the monthly payment, the interest rate, the loan term, and the terms and conditions. You will also receive an Explanatory Note and General Provisions.
Are you applying for a personal loan? If your application is approved, you’ll receive a quote right away. For a mortgage loan, you’ll receive a quote once your application is complete, reviewed, and approved.
Loan Processing
If you agree to the offer, please sign it and return it to SVn. For a personal loan, it takes effect immediately. For a mortgage loan, it takes effect after the deed has been executed at the notary’s office. You will need to make an appointment yourself with the notary of your choice.
SVn deposits the loan amount into a construction account. From that point on, you’ll make monthly payments of the agreed-upon amount for interest and principal. These payments are made via direct debit. With a mortgage loan, the closing costs are paid from the construction account. SVn will provide you with reimbursement forms for the invoices from the contractors working on your project. You submit these forms to SVn for reimbursement. SVn pays the contractors directly and never exceeds the amount available in your construction account.
