Planning
In February 2026, three meetings will be held regarding the energy-saving vouchers that Klundert residents will receive from the proceeds of the wind turbines near Klundert. These vouchers can be used as a first step toward improving homes, with the ultimate goal of heating all homes without natural gas. At these meetings, residents can also learn about grants, the municipality’s energy help desk, and the study on a natural gas-free system for the eastern part of Klundert.
Making an entire village natural gas-free is a complex task that requires thorough preparation. Such a process can easily take 10 years. In Klundert, there are opportunities for a collaborative approach: many homes were built during the same period, and Woonkwartier will be upgrading its properties anyway. In addition, there is a possibility that a collective heating system (read more about this under “Technology” (Link)) could be connected to the new, sustainable Niervaert building. For this reason, a study will first focus on the homes surrounding the Niervaert in the eastern part of Klundert.
The municipality, Woonkwartier, and the residents of Klundert are working together to find a suitable way to heat homes without natural gas. The goal is for everyone in Klundert to be able to live comfortably in a natural gas-free home within 10 to 12 years.
The Transition to Natural Gas-Free Living in Klundert: Overall Plan

The first three phases focus on selecting a heating system. This system is then detailed in an implementation plan so that preparation and implementation can begin. The selection is based on the residents’ preferences as well as the requirements set by the Municipality of Moerdijk and Woonkwartier for a future-proof and reliable heating system.
Block 1, Phase 1: Identifying options and developing a rough outline
The process in Klundert is currently in its first phase. In this phase, we’re gathering information from residents to get a sense of what matters to them as they transition to a natural gas-free heating system. This is being done through a survey, which will be open from February 20 through March 6, 2026. You can learn more about this at the resident meetings on the energy-saving initiative, to which you, as a resident of Klundert, have been invited. The survey may be followed by additional resident meetings if residents wish to elaborate on their opinions and discuss them with one another.
Throughout 2026, we will further develop a number of heating systems to assess what this means for residents, Woonkwartier, the municipality, and the organization of the systems.
In exploring these systems, we take into account the interests of residents, Woonkwartier, and the municipality of Moerdijk. We derive residents’ wishes and needs from the results of the questionnaire and any follow-up meetings. The municipality and Woonkwartier apply additional guiding principles based on the Energy Program and established evaluation criteria. These include the necessary organizational and implementation capacity, the spatial impact on homes and the neighborhood, the required investments, and potential risks.
