Insulation with a Grant
Is your home poorly insulated, and are you planning to insulate it (or have it insulated)? Or did you insulate your home after January 1, 2024? If so, you may be eligible for an insulation subsidy. On this page, you can read about the eligibility requirements and how to apply for the subsidy.
Would you like to receive an insulation subsidy from the municipality of Moerdijk? If so, you and your home must meet a number of requirements.
Terms and Conditions
- You own the house and live there yourself.
- The house was built before 1993.
- The home is not part of a homeowners' association (as is the case with an apartment).
- As of the valuation date of January 1, 2024, the property had a WOZ value of less than €477,000. If you don’t know the WOZ value of your home, please check the WOZ-waardeloket website.
- The home has an energy efficiency rating of D, E, F, or G, or at least two poorly insulated structural components. Below, you can read what “poorly insulated” means.
When is your home poorly insulated?
Homes with an energy label of D, E, F, or G are poorly insulated. Does this apply to your home? If so, you can apply for a subsidy. You can look up your home’s energy label on the Milieu Centraal website.
Does your home lack a (valid) energy label? If at least two structural components of your home are poorly insulated, you can still apply for a subsidy even without an energy label. A structural component could be, for example, the roof, the exterior wall, or the floor. An insulation company can assess this for you. You can also use the Duurzaam Wonen-Bon website (see Step 2) to schedule an appointment with an independent energy coach from Energiek Moerdijk (Insulation Scan). This energy coach can assist you and work with you to determine whether at least two structural components of your home are either uninsulated or poorly insulated.
Below, you can read what “poorly insulated” means for each building component:
- Roof and attic or loft floor component: if the roof has no insulation, poor insulation, or moderate insulation (less than 9 cm), and if there is no attic or loft floor insulation.
- Facade component, including the cavity wall: if there is no cavity wall insulation, false wall, or exterior wall insulation.
- Floor and Subfloor Component: if there is no floor and subfloor insulation, or if the insulation is inadequate (less than 5 cm).
- Windows, window sashes, and doors: whether they have single-pane glass, old double-pane glass, or high-efficiency glass.
How much funding will you receive?
You can receive up to €1,000 in subsidies per insulation measure;
- If the WOZ value is between €400,000 and €477,000 (as of January 1, 2024), you are eligible for a subsidy for one measure.
- If your WOZ value is up to €400,000 (as of January 1, 2024), you can receive a subsidy for two measures.
If the measures are carried out by a company, the subsidy amounts to a maximum of 70% of the costs. This is because you can also apply for the national ISDE subsidy. For more information, visit the ISDE website.
If you choose biobased insulation material, the subsidy will be increased by €250 as a one-time bonus. These are environmentally friendly materials such as hemp, flax, cellulose, sheep’s wool, cork, or straw.
This bonus applies only to measures taken on or after November 2025 that are verifiably biobased according to the ISDE notification code list.
In a nutshell
- Up to €1,000 per insulation measure
- WOZ value between €400,000 and €477,000 for 1 measure
- WOZ value of €400,000 or less with 2 measures
- Work performed by a contractor, up to 70% of the costs
- If biobased insulation material is used, there is a one-time additional charge of €250.
Did you receive an energy allowance in 2023, or are you receiving debt assistance from the municipality? In addition, attractive loans are available for sustainability measures, including insulation projects. For example, owner-occupiers with a combined household income of less than €60,000 can borrow money at 0% interest from the National Heat Fund. Furthermore, as a municipality, we offer our own incentive loan at 1.7% interest.
Step-by-Step Guide to Applying for a Grant
Carefully check whether your home and the insulation measures you plan to take meet the eligibility requirements for a subsidy. See above for the requirements that apply to your home. You can receive a subsidy for the following measures:
- Roof insulation, attic or loft insulation (at least 20 m²)
- Floor insulation or ground insulation (at least 20 m²)
- Exterior wall insulation or cavity wall insulation (at least 10 m²). Insulation using UF foam will no longer be eligible for subsidies after April 1, 2026. Read more about this onthe RvO website.
- Glass insulation (at least 3 m² of HR++ glass or triple-pane glass, possibly combined with an insulated window frame panel or an insulated door)
- Energy-efficient ventilation: A subsidy for this is only available in combination with an insulation measure and only if this is the first time you are installing energy-efficient ventilation in your home (i.e., not as a replacement for previous (energy-efficient) ventilation).
The conditions listed above are the most important ones, but there are other rules as well. For example, you may not profit from the subsidy (meaning you cannot receive more in subsidies than your actual costs). You also will not receive a subsidy if you increase the size of your home by adding an extension, a new floor, a new dormer window, or incorporating a garage into your home. When you apply for a subsidy, the municipality will review your application in accordance with the official subsidy regulations as published on the official announcements website.
Do you meet the eligibility requirements? If so, apply for the subsidy using the button below. You’ll be redirected to the Duurzaam Wonen-Bon website. Once you enter your ZIP code and house number there, you’ll immediately see which vouchers your home is eligible for.
You can apply for a grant for up to two insulation measures (for example, for floor insulation and roof insulation). For each measure, you can choose from two options:
- "Let Us Handle It" Voucher: Choose this option if you want to have your home insulated and want everything arranged easily. You’ll request quotes from insulation companies that partner with the municipality. These are companies thatmeet a variety of quality standards. The municipality has no price agreements with these companies and does not profit from this itself. The quotes are always non-binding; you’re under no obligation. If you have the work done by one of these companies, they’ll ensure everything is done according to the rules, and the subsidy will be deducted directly from your invoice.
- Refund Voucher: With this option, the work must be completed first. You will receive the subsidy afterward if you meet the conditions. Choose this voucher if:
- you want to hire a company with which the municipality does not have a partnership;
- if the insulation measures have already been completed (after January 1, 2024);
- if you want to install insulation yourself without the help of a contractor. In that case, the subsidy applies only to replacing window frames, floor insulation, and insulation of the roof and interior walls. Insulation of cavity walls, exterior walls, and the exterior of the roof is eligible for the subsidy only if it is installed by a professional contractor.

If you have applied for a grant and meet the eligibility requirements, the municipality will set aside funds for you. You can now request quotes or get started on your own.
Please note: Once the grant has been awarded, you have 4 months to have the measures implemented and to apply for final grant approval. Upon request, you may extend this period once by 3 months.
Request Quotes
With the "Let Us Do It" voucher, you hire a company that works with the municipality, and the subsidy is applied immediately. The company ensures that the correct materials are used.
Get Started on Your Own
With the "Money Back" voucher, you will receive the subsidy after you have demonstrated that the work was completed in accordance with the terms and conditions.
If you're doing the work yourself, the grant applies only to:
- approved insulation material;
- vapor barrier;
- building materials, such as (gypsum) boards and a framework to hold the insulation material in place.
You will only receive a subsidy if the insulation material (or high-efficiency glass) is included in the list of approved materials with their registration codes. Be sure to check this before purchasing the material. You can do so using the registration code and insulation value. The notification code list is available on the website of the Netherlands Enterprise Agency. If the material is not on the list, you will not receive a subsidy from the municipality.

Cash out immediately
If the insulation work has already been completed (after January 1, 2024), you can redeem the Cash Back voucher immediately and submit the supporting documentation.
Have you chosen a company or purchased your own approved materials? Then you can start insulating!
If you choose the “Let Us Do It” voucher, the company will handle everything related to the subsidy. If you use the “Money Back” voucher, it’s important that you take photos before, during, and after the work is done to ensure completeness. You’ll need to submit these as proof. The photos don’t have to show people; the important thing is that the work itself is visible. Sometimes a random inspection is conducted at the residence.
Is the job done? If you chose the “Let Us Do It” voucher, the subsidy has already been applied to the invoice. The municipality pays the subsidy to the company; you only pay the remaining balance. The company will handle the reporting to the municipality on your behalf. The company will provide you with all the documents you’ll need to apply for the ISDE subsidy yourself later on.
Did you choose the “Money Back” voucher? If so, you must provide proof to the municipality that the work was completed in accordance with the terms and conditions. This proof includes, among other things:
- the number of square meters, the reporting code, and the insulation value of the measure in question;
- photos taken before, during, and after the work;
- the proof of purchase. This can be an invoice or a receipt.
If everything is in order, you will be notified, and the grant will be paid out to you.
