Alien Passport
Do you have a valid residence permit but are not a Dutch citizen? In some cases, you may be eligible for a foreigner's passport. You must apply for and pick up the passport in person. This also applies to children.
Please note! Once your foreign passport is ready, you'll need to make another appointment to pick it up. When you come to pick it up, please bring:
- Pick up in person. This also applies to minors under the age of 18;
- Please bring your original, valid residence permit;
- Please bring your pickup slip as well.
Requirement for Minors to Be Present When Submitting Applications and Picking Up Items
- A minor (including a baby) up to 12 years of age must be present in person when applying for and picking up the passport.
- The person or persons with parental authority must be present when submitting the application and picking up the item. They must bring a valid form of identification.
- Children 12 years of age and older may pick up the document on their own.
Bring along
- You must apply for the alien passport in person;
- Your original, valid residence permit;
- All original travel documents in your possession, even if they have expired;
- A passport photo (taken within the last 6 months). Read the requirements on the Dutch government's website;
- Supporting documents showing that your home country is unable or unwilling to issue a passport (letter of refusal);
- We ask that you pay by debit card.
Under 18 years of age
- Yourself. You must apply for your alien passport in person at the counter. Your parents or guardians may accompany you;
- Your original, valid residence permit;
- All of your original travel documents that you have in your possession, even if they have expired;
- A passport photo (taken within the last 6 months). Read the requirements on the Dutch government's website;
- Supporting documents showing that your home country is unable or unwilling to issue a passport (letter of refusal);
- Written consent from both parents or the person with parental authority for children under 18.
- To do so, please fill out the consent form (which is valid for 4 weeks). You can do this online or by downloading the PDF form.
- Original identification documents for both parents or the person with parental authority;
- Money. We ask that you pay by debit card.
Good to Know
- You begin the application process at the municipality where you live. The municipality forwards the application to the Immigration and Naturalization Service (IND). The IND reviews the application. It is then forwarded to the Ministry of Foreign Affairs. The entire process can take 2 to 4 months. If the application is approved, the municipality will apply for an alien’s passport on your behalf.
- The validity of the alien passport depends on the validity and type of your residence permit.
- When you apply for an alien passport, we will take two fingerprints.
- If you are unable to apply for your foreigner’s passport in person due to a physical or mental disability, a municipal employee can come to you to process your application. The municipality will determine whether you are exempt from appearing in person. For more information, please contact the staff at the Moerdijk municipal office.
- If you are an adult traveling with a child who has a different last name, it is advisable that you be able to prove that the child’s parent(s) have given permission for this trip. You can bring written permission from the parent(s) for this purpose.
