Refugee Passport

You can only apply for a refugee passport if you have refugee status, do not hold Dutch citizenship, and have a valid residence permit (Type III or IV). You must apply for and pick up the passport in person. This also applies to children.

Please note! Once your refugee passport is ready, you'll need to make another appointment to pick it up. After about a week, you can pick up your refugee passport in person.

When picking up your order, please bring the following:

• Pick up in person. This also applies to minors under the age of 18;
• Please bring your old ID;
• Please bring your pickup slip as well.

Bring along

• You must apply for the refugee passport in person;
• Your original, valid residence permit;
• All original travel documents in your possession, even if they have expired;
• A passport photo (taken within the last 6 months). Read the requirements on the Dutch government's website.
• We ask that you pay by debit card.

• Refugee passport €67.05
• Emergency surcharge: €60.30

Under 18 years of age

• Yourself. You must apply for your refugee passport in person at the counter.
• Your original, valid residence permit;
• All of your original travel documents that you have in your possession, even if they have expired;
• A passport photo (taken within the last 6 months). Please read the requirements onthe Dutch government's website.
• Payment at City Hall is by debit card.
• Children 12 years of age and older may pick up the document on their own.
• To apply for an ID card, a child under the age of 12 must have the consent of the parent(s) or legal guardian. Both parents must give their consent online, each individually using their own DigiD. The consent form is valid for 4 weeks.

If you are unable to do this using DigiD, you can also download and fill out the consent form. In this case, the original identification documents of the legal guardians must be provided.

Good to Know

• The refugee passport is valid for up to 5 years. This depends on the validity period of your residence permit. The refugee passport may include a note stating that you are not permitted to travel to a specific country.
• When you apply for a refugee passport, we will take two fingerprints.
• If you are unable to apply for your refugee passport in person due to a physical or mental disability, a municipal employee can come to you to process your application. The municipality will determine whether you need to appear in person. For more information, call 14 0168.
• If you are an adult traveling with a child who has a different last name, it is advisable that you be able to prove that the child’s parent(s) have given permission for this trip. You can bring written permission from the parent(s) for this purpose. Urgent Request

Do you need your refugee passport quickly? Then submit an expedited application (requests must be submitted by 2:00 p.m.). You can usually pick up your refugee passport the next business day. Have you lost your old refugee passport? In that case, the expedited application will take longer. There is an additional fee for an expedited application.
