How does the Moerdijk Scheme work?

The Moerdijk Program guarantees that a home can be sold to the municipality. The municipality purchases up to 25 homes per year. Applications are accepted annually until December 1. If not all 25 spots are filled, there is a second application period.

What are the requirements for participation?

The Moerdijk Regulation applies to owner-occupied homes in the village of Moerdijk. You can find the exact scope of application on the map showing the scope of the Moerdijk Regulation (opens in a new tab). You may register a home starting 3 years after you have acquired ownership of it.

What does participation in the Moerdijk Scheme entail?

Full participation in the Moerdijk Scheme takes place in four phases.

You can register your home (opens in a new tab) until December 1. There are 25 spots available each year. If there are more than 25 registrations, a lottery will be held at the notary’s office. Homes selected in the lottery are immediately eligible for an offer. Homes not selected in the lottery will be given priority in the next round.

The offer for a home under the Moerdijk Program is as follows:

  1. In 2015, most owner-occupied homes in the village of Moerdijk were appraised based on the market value as of January 1, 2013. If you already owned the home in 2015, we’ll use the appraisal report from that year as the basis for the calculation. Did you become the owner after 2015? In that case, we’ll compare the most recent purchase price of the home with the 2015 appraised value. The lower of the two amounts will serve as the base value for further calculations.
  1. Through an inspection, we assess whether the property value needs to be adjusted—for example, due to investments made in the interim and/or overdue maintenance. The appraiser evaluates only those elements that may affect the value. This is therefore a partial reappraisal. Both the municipality and you may request this. The outcome is binding on both parties in all cases. For the assessment, we use the price level of the base value (see step 2a).
  1. We then adjust the value of your home based on price trends in the housing market. To do this, we use the most recent index figure available when the registration period closes. This allows us to bring the base value in line with current price levels. You can find the index figures on the Housing Market Figures page (opens in a new tab).
  1. Finally, we deduct the standard sales fees from this amount. This amount is also indexed periodically. You can find the current brokerage fees on the Valuation and Brokerage Fees page (opens in a new tab).

After the application period closes and admission to the program is finalized, we will calculate the offer using the steps outlined above. You will then receive a purchase agreement by certified mail. This agreement will also include the calculated offer. Do you agree? If so, we ask that you sign and return the purchase agreement and its attachments to us within four weeks.

Once we have received the signed agreement, the mayor will also sign it. We will then send the agreement to the notary. The notary will then schedule an appointment for the official transfer of the property. This notarial transfer always takes place six to eight months after both parties have signed the purchase agreement.

After you and the municipality have signed the purchase agreement, there are still a few things that need to be taken care of. For example, taking photos of the home, the NEN inspection, and obtaining the energy label.

Photos of the home

The municipality is trying to resell the property as soon as possible. That is why a photographer is taking pictures of the property, in collaboration with the real estate agent. We ask for your cooperation in this matter.

NEN Certification

A NEN inspection will also take place. You are required to cooperate with this inspection. During this inspection, the electrical systems in your home will be checked. The municipality covers the costs of this inspection. After the inspection, you will receive a list of the necessary repairs. Some of these repairs are your responsibility as the owner and must be completed be ly before the notarial transfer. The remaining work will be handled by the municipality after the notarial transfer. For the work that falls under your responsibility, you may use the estimate prepared by the inspection company. You may also choose to carry out the repair work yourself. In that case, the inspection company will conduct a re-inspection afterward. The costs of this re-inspection will then be your responsibility.

Energy Label

You must also submit a final energy performance certificate. You can find instructions on how to do this on the Energy Label website (opens in a new tab).

Ultimately, 6 to 8 months after the purchase agreement is signed, the notarial transfer takes place, at which time ownership of the property is transferred to the municipality.

Policy Rule

The Moerdijk Regulation has been legally established as an administrative rule and publishedon the government’s website (opens in a new tab).
